On September 10, the Exchange Meeting of Japanese Enterprises’ Journey to Guangxi was held both online and offline in Nanning, Guangxi. The purposes of the exchange meeting were to seize the opportunity of the signing of the RCEP agreement, to give full play to the role of the China-ASEAN Expo as a platform, to attract Japanese political and business community to participate in the opening-up of China (Guangxi), to advance the landing of major economic and trade cooperation projects between the two countries in Guangxi, and to promote China-Japan cooperation to jointly develop third-party market.

Zou Zhanye, Vice Governor of the People’s Government of Guangxi Zhuang Autonomous Region, Cheng Yonghua, Executive Vice President of China-Japan Friendship Association, Fujii Taro, Economic Counselor of Embassy of Japan in China, Lv Kejian, Vice President of the National Japanese Economic Association, Takashima Ryusuke, Director of the Beijing Representative Office of Japan External Trade Organization, and Wei Yan, Deputy Director General of Department of Asian Affairs of Ministry of Commerce of China, all attended the exchange meeting and delivered speeches.

Co-organized by CAEXPO Secretariat and the Department of Commerce of Guangxi Zhuang Autonomous Region, the exchange meeting focused on the theme of “Chinese and Japanese enterprises jointly explore and share new opportunities brought by RCEP economic and trade cooperation through the platform of CAEXPO” and the opportunities and challenges to Chinese and Japanese enterprises brought by the signing of RCEP agreement, and new areas of industrial cooperation for China (Guangxi) and Japan are jointly explored. The new international land-sea trade corridor and investment policies and business opportunities of China (Guangxi) Free Trade Pilot Zone were also promoted to attract more Japanese enterprises to invest in Guangxi.

Zou Zhanye said in his welcome speech that the participation of both China and Japan in signing the RCEP agreement last year has brought new opportunities for economic and trade cooperation between the two sides. With the platform of CAEXPO, Guangxi has been actively expanding cooperation with Japan and other RCEP member states in recent years. In the first half of this year, the total import and export value between Guangxi and Japan reached RMB 4.376 billion. As of the end of July 2021, a total of 193 Japan-funded enterprises had been set up in Guangxi. The Japanese business community has actively participated in the previous CAEXPOs, which has effectively promoted the economic and trade exchanges and cooperation between Japan and China and ASEAN countries. At present, Guangxi is accelerating the construction of an open cooperation platform for ASEAN to better serve the “Belt and Road” cooperation and an important node hub of the domestic and international dual circulation, and actively integrate into the new development paradigm. Guangxi is willing to strengthen all-round cooperation with Japanese enterprises, to participate in the joint construction of new international land-sea corridor, to expand together industrial cooperation, to make good use of existing cooperation platforms such as the China-ASEAN Expo, and to jointly explore third-party markets including ASEAN countries.

Cheng Yonghua said in his speech via video that the relationship between China and ASEAN is developing rapidly. China and ASEAN are each other’s largest trading partners, and the common interests are constantly expanding. CAEXPO is getting better and better, with more and more Japanese enterprises and friends participating in it. It is hoped that CAEXPO will grow into a newer and larger platform in the cooperation between China, Japan and ASEAN to promote the continuous development of economic and trade cooperation and step onto a new level.

Fujii Taro said that at present, the epidemic is still severe and there are still many restrictions on holding large-scale events. However, he was very gratified that the exchange meeting of Japanese Enterprises’ Journey to Guangxi can be held successfully with the joint efforts of all parties. China and Japan should work together to actively build a stable and constructive Sino-Japanese relationship without being affected by external environment. In March of this year, Wang Wentao, Minister of Commerce of China mentioned the economic benefits that RCEP would bring to Japan in an interview. According to the estimation of the Japanese government, the RCEP will drive Japan’s real GDP to increase by 2.7% and employment to increase by 0.8%. In June, Japan wrote to the Secretary-General of ASEAN, hoping that the RCEP’s entry into force can be as early as possible to strengthen cooperation between Japan and other countries. 2022 will mark the 50th anniversary of the normalization of China-Japan diplomatic relations. It is believed that the exchanges between Guangxi and Japan will surely take another step forward.

Lv Kejian pointed out that on the stage of RCEP, which includes both China and Japan, Japan will work hand in hand with the Chinese government and Chinese enterprises to contribute to the development of enterprises as well as regional economy. In recent years, Japanese enterprises are actively seeking cooperation with outstanding Chinese enterprises. According to statistics from the Japanese Ministry of Foreign Affairs, as of 2020, more than 33,000 Japanese enterprises are investing and developing in China. It is very important for Guangxi to actively promote to Japanese enterprises including those who have already invested in China its investment environment, preferential policies, industrial characteristics, as well as the needs of enterprises in Guangxi to cooperate with foreign enterprises including Japanese ones.

Takashima Ryusuke said that the Japanese Chamber of Commerce and Industry in China hopes to inform more member enterprises the current development status and future development prospects of Guangxi. Since 2010, the Japanese Chamber of Commerce and Industry in China has issued the White Paper on Chinese Economy and Japanese Enterprises every year to promote dialogue and exchanges between Japanese enterprises and governments at all levels, addressing the problems encountered by Japanese enterprises in China in their business activities and corresponding suggestions. In the future, the Japanese Chamber of Commerce and Industry in China will continue to provide various support services to Japanese enterprises in China, hoping to make greater contributions to China-Japan economic exchanges and cooperation.

Wei Yan said that China and Japan are important and close neighbors and partners of economic and trade cooperation. The two countries have extensive common interests and broad space for cooperation. From January to July this year, the total trade volume between China and Japan increased by 22.0% year-on-year, and the number of newly established Japanese enterprises in China increased by 29.6%. CAEXPO not only provides an important open platform for cooperation between China and ASEAN, but also plays a huge role in promoting regional economic integration. This exchange meeting creates opportunities for Japanese enterprises to enter the large market in southwestern China, as well as draws a blueprint for the two countries to promote cooperation within the RCEP framework. It also provides a platform for Sino-Japanese cooperation in third-party markets including ASEAN.

Representatives from the People’s Government of Guangxi Zhuang Autonomous Region, CAEXPO Secretariat, the Japanese Chamber of Commerce and Industry in China, and China (Guangxi) Free Trade Pilot Zone and representatives from Chinese and Japanese enterprises, such as Liuzhou SAIC-GM-Wuling Automobile, Mitsubishi Corporation (China) Co., Ltd., Mizuho Bank (China) Co., Ltd. all attended the meeting. At the meeting, cooperation and exchange activities were carried out. The Department of Commerce of Guangxi Zhuang Autonomous Region promoted the China (Guangxi) Free Trade Pilot Zone and the new international land-sea trade corridor. Representatives of Mitsubishi Corporation, Mizuho Bank and Liuzhou SAIC-GM-Wuling Automobile also shared the investment situation in China and Guangxi.
